In a context of reform of the agricultural sector and the Ministry of Agriculture, Livestock and Fisheries (MAEP), the essence of the mission was to fix the conditions and modalities to develop, implement and make sustainable a country-wide system of agricultural training and advisory services (extension) aiming at improving the performance of family farms on the one hand and professional farmer organisations on the other hand (the latter providing services to the former). This considering the agricultural sector in full (subsistence agriculture, cash crops, short-cycle livestock rearing) as well as agro-ecological areas and priority value chains.

The main outputs of the assignment were:

  • The formulation document of the Capacity building component in agricultural training and advisory services;
  • The Terms of Reference of the Technical Assistance to the MAEP for the management of the programme;
  • Draft guidelines for a call for proposals for the implementation of the component Capacity building in agricultural advisory services.
