The purpose of the programme was to enhance the capacity of the ACP countries to participate in the work of and fulfil their obligations under Multilateral Environmental Agreements (MEAs) and related commitments, and thereby improve their management of the environment and natural resources. The programme therefore addressed the adverse effects of climate change, loss of biodiversity, drought, land degradation, and other threats to the environment.
The final evaluation of the programme aimed at providing the relevant external co-operation services of the European Commission, the ACP Secretariat, the implementing agencies, the beneficiaries and the wider public with sufficient information to:
- provide the decision-makers in the ACP Secretariat, the relevant external cooperation services of the EC and the wider public with an overall independent assessment about the performance of ACP MEAs Phase 1, paying particular attention to the impact of the programme actions against its objectives;
- identify key lessons, including mitigation measures that could have been taken and to propose practical recommendations for follow-up actions, as feasible for the already started new MEAs’ Phase 2 project components;
- propose practical recommendations for the monitoring / reporting to be applicable in the MEA’s Phase 2.
