Background | These Assignment Terms of Reference refer to advisory work for supporting the EIB Projects Advisory Support Unit (PASU), notably the EIB Project Advisory Support Team (PAS) located in Bucharest, Romania. The EIB PAS team located in Romania currently delivers advisory services to various Romanian public authorities and institutions under the framework of a “Memorandum of Understanding for supporting the implementation of projects” signed between the EIB and the Romanian Government on 24th of February, 2022 and approved via Romanian Government Decision no. 874/2022. The main recipient of the PASSA assistance within Ministry of European Investment and Projects (MIEP) will be the General Directorate responsible for the management and coordination of Sustainable Development Programme (SDP). SDP focuses on the development of sustainable infrastructure in Environment and Energy fields. |
Objectives | Overall objective : The objective of the Assignment is to increase the institutional capacity of the actors involved in the implementation and operation of integrated waste management systems in order to increase the degree of achievement of the objectives and targets assumed. Purpose/specific objectives : To this aim, the Service Provider will make available, during the assignment period, a number of experts to be mobilised as specified below under the duties of this assignment for a specific period and to perform the following specific tasks: Drafting of reports on the evaluation of the performance of the municipal waste management system in each county that implemented integrated waste management systems (IWMS); Designing and implementing a benchmarking system for sanitation activities; Drafting of a Guideline on the economic and financial operations carried out at the level of IDAs in the field of waste management; Reviewing of the methodology for the preparation and monitoring of the county waste management plans (CWMP); Drafting of a guideline for estimating the municipal waste composition within integrated waste management systems; Provide transfer of skills through formal training to staff from national and local institutions involved in waste management; Ad-hoc support for the use/implementation of the guidelines/instruments on financial, technical and institutional aspects. |

Position | Key Expert 1 : Team Leader (Category II) |

Qualification | At least Bachelor’s degree in a relevant field for the assignment (e.g. environment, engineering, economics, finance, law, business etc.) or an academic equivalent – minimum requirement. |
Required Experience | General Professional experience: At least 10 years of general professional experience in environment with emphasis on experience in public services sector - minimum requirement. Specific Professional Experience: As a minimum requirement, the expert shall demonstrate meeting two of the three below criteria, while meeting all three criteria will be considered as an asset: At least 2 projects in the Municipal Waste Sector including preparation/revision of guidance notes for financial management or technical management; Preparation/Implementation of at least 1 project related to the preparation/implementation of a integrated waste management system, in the field of municipal waste in Romania; Leading role in the performance of at least 1 assignment with a similar complexity (institutional building project, multiple public entities, and trainings). |

Required Experience | General Professional experience: At least 10 years of general professional experience in environment with emphasis on Municipal Waste sector (minimum requirement). Specific Professional Experience: As a minimum requirement, the expert shall demonstrate meeting both below criteria: At least 2 projects where the expert had a technical role in preparation/ implementation/ operation of Integrated Waste Management System; At least 2 projects where the expert prepared and delivered trainings on technical aspects related to the implementation / operation of the Integrated Waste Management Systems. |
