Description

Within a consortium we have been awarded a new Framework Contract with the European Commission to support the EC Directorates-General in charge of the implementation of External Action: DG INTPA, DG NEAR, FPI and EU Delegations on “Sustainable Transport, Infrastructure, Green Cities, Connectivity and Sustainable Mobility” (SEA 2023 – Lot 4).

The sectors considered are :

Objectives

This Framework Contract aims to support and advise European Commission (EU) Headquarters (HQ) and EU Delegations (EUDs) and/or Partner Countries/Organisations along the cycle of operations by providing technical inputs and by assisting in carrying out analysis, studies and counselling services.

Activities

The consulting services required include, a.o. : policy-related analysis and design, mainstreaming of EU policy priorities within interventions, support to intervention cycle management, support to Joint Programming and monitoring of Team Europe Initiatives (TEI), knowledge management and dissemination.

Project Position 1

Position Expert on Rural Infrastructure Planning, Development and Rehabilitation
Activities

The consulting services required include, for example : policy-related analysis and design, mainstreaming of EU policy priorities within interventions, support for intervention cycle management, support for Joint Programming and monitoring of Team Europe Initiatives (TEI), knowledge management and dissemination.

Qualification

Master’s degree in engineering, life sciences, earth sciences.

At least five years of field experience in a topic related to Rural infrastructure planning, development and rehabilitation (market infrastructure, irrigation and drainage, etc.) issues can be considered as well as valid qualification.

Language skills: full proficiency in English as well as another EU language such as French, Spanish, Portuguese; knowledge of non-European languages is an asset.

Required Experience

Proven professional experience in consulting services related to rural infrastructure planning, development and rehabilitation (market infrastructure, irrigation and drainage, etc.) with major international institutions such as EU, UN, WB.

Proven experience in project design, and/or coordination and/or evaluation in thematic related to rural infrastructure planning, development and rehabilitation (market infrastructure, irrigation and drainage, etc.), including technical and financial management aspects.

Excellent knowledge of EU related policies.

Proven professional experience on financial and administrative procedures for the management of projects financed by major international development institutions, preferably EU PRAG, and/or WB, EIB, UN.

Strong analytical skills, good interpersonal skills, with demonstrated capacity of adaptation to different and changing socio-cultural contexts.

Excellent communication capacities, both written and spoken, including the organisation of workshops, conferences for different types of stakeholders, both public and private.
