Background

The LIFE Programme:

The LIFE programme is the EU’s funding instrument for the environment. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value. The overall objective of the framework contract is to provide the following services to the Contracting Authority:

  1. Assistance for the LIFE programme management, financial and technical support for the monitoring of ongoing projects supported by the LIFE+/LIFE programme (action grants and operating grants) and the new LIFE projects (action grants and operating grants) that will be selected under future LIFE calls for proposals.

  2. Assistance in the overall analyses and reporting of the results (in terms of environmental, climate and economic impacts) as well as of the policy implications by individual projects, by strand, by year, by theme, by Member State and by the whole programme.

  3. Assistance and technical support for the communication activities of the LIFE programme.

The NEEMO Consortium:

NEEMO EEIG is responsible for the monitoring of LIFE projects (LIFE Action grants) and of NGOs that receive funding from the LIFE Programme (LIFE Operational Grants). Our team also deals with all the communication aspects of the LIFE programme. NEEMO EEIG is a legal entity that comprises 9 partner companies spread across Europe, enabling the consortium to make the best use of its resources, and to provide expertise combined with local knowledge and the necessary language skills. The 9 partner companies have a long-lasting experience and expertise in the monitoring of LIFE projects and in communicating about the LIFE programme. The EEIG headquarters is in Freiburg (Germany). The Coordination Team, responsible for the technical coordination of the contract, and the Communication and Event Team are based in Brussels.

The Coordination Team is composed of:

1 Full time General Coordinator (GCO)

6 full time Thematic/Horizontal Coordinators (TCO/HCO) in the following areas:

  • Nature and biodiversity projects and related governance and information projects in the field of nature and biodiversity;
  • Environment and circular economy projects and related governance and information projects in the field of environment and circular economy;
  • Climate change adaptation and mitigation projects and related governance and information projects;
  • NGO grants – Capacity building/Governance/Data (KPI – LPD);
  • Communication and events activities;
  • Quality and Process

Another position within the CT is a 25% FTE on Business-related activities.

The Central Team is supported by 3 Assistants (2 full time and 1 half time).

Project Position

Position Coordinator for NGO grants, Governance and LIFE Data (KPI – LPD)
Activities

The thematic coordinator shall:

  • provide general coordination in his/her area of competence;
  • organise regular meetings with the Contracting Authority to report on on-going activities;
  • supervise and manage the timely delivery of quality work in the specific field falling under his/her responsibility;
  • liaise with and coordinate the work of the leaders of hubs under her/his supervision
  • propose potential themes for, coordinate the preparation of and participate actively in Thematic Platform meetings on NGO, Governance and Information themes;
  • coordinate the preparation of and participate actively in the annual NGO meeting,
  • coordinate the preparation and ensure the quality of training sessions, presentations and other outputs relevant to NGO monitoring and KPIs;
  • report on an annual basis on activities implemented by LIFE NGO grantees; provide input for administrative reports ;
  • provide quality control of relevant products due to the Contracting Authority;
  • identify risks and propose solutions to problems, bottlenecks, etc.;
  • coordinate the expert input and otherwise advise on the preparation of LIFE publications in the field of governance;
  • coordinate with the other members of the Central Team on areas of overlap or shared tasks, and work together with the General Coordinator on various other tasks, as required.
Qualification
  • Excellent command of English, and notably very good writing skills, as all reports and written material submitted to the Contracting Authority must be presented in this language;
  • Good reading command of at least one other EU official language.
  • Team player.
Required Experience

Required experience based on the Tender Specifications:

  • a professional experience of at least 5 years in her/his field of expertise;
  • at least 2 years of experience in managing small/sizeable groups of experts (5 or more staff members or experts);
  • a C1 level of written and spoken English according to the Common European Framework of reference for languages.
