Technical Assistance for Assessment of Turkey’s Potential on Transition to Circular Economy

The overall objective of this project is to promote transition to circular economy, which also contributes to more efficient resource and waste management across Turkey. The contract will include technical assistance and capacity building activities to accomplish this objective.

Firstly, potential of Turkey on transition to circular economy in line with the EU Circular Economy Package will be assessed by a benchmark analysis including gap/need/benefits/challenges assessments. Several capacity building activities including study visits, workshops, meetings and trainings will be conducted to enable end recipient, stakeholders and target groups to get familiar with the EU Circular Economy Package and its concrete outcomes.

Secondly, a national strategy and action plan on waste and resource management in line with the EU Circular Economy Package will be developed followed by need assessment studies on adaptation to EU Plastics Strategy, Single-Use Plastics Directive and revised Directives of the EU on waste management. A framework regarding the monitoring of the implementations of transition towards circular economy model will also be developed.

Thirdly, the contract will contribute to assist national and local authorities in Turkey to improve their management capacities in the field of integrated waste management, particularly revaluation of recyclables. Separate collection of recyclable waste and economic instruments on waste management to promote circular economy will be the main topics of capacity building activities. Need assessment on improving the integrated waste management system will be conducted including revision study on recent Zero Waste Regulation.

• Education : Master degree or PhD in economy, political sciences, engineering;
• Language: Full proficiency in English, workable knowledge of Turkish an asset, maybe necessary.

• At least 15 years of experience;
• At least 5 years in projects related to circular economy, wastes recycling (economic aspects);
• At least 5 years as team leader;
• At least 5 years in EU financed projects;
• Excellent knowledge of EU rules and procedures (PRAG, project cycle management, …);
• Regional experience: 3 years in development program in Turkey an asset.

• Education: Master Degree or PhD in economy (at least 5 years of university degree);
• Language: Full proficiency in English, workable knowledge of Turkish an asset, maybe necessary.

• At least 10 years of experiences with private sector finance, policies for private sector development/finances/projects;
• At least 3 years of experience related to circular economy, and circular economy policies;
• Excellent knowledge of the EU concept on circular economy;
• Regional experience: 3 years of experience in Turkey an asset.

• Education: Master degree in law, social sciences, political sciences;
• Language: full proficiency in English, workable knowledge of Turkish essential.

• At least 10 years of experience in law, public policies with public institutions, governance;
• At least 3 years of experience related to circular economy, circular economy policies;
• Excellent knowledge of the EU concept on circular economy;
• Good knowledge of Turkish governmental / institutional / public policies context;
• Regional experience: 3 years of experience in Turkey essential.

• Education: Anything related to communication, social sciences (economy is a social science);
• Language: Full proficiency in English and in Turkish essential.

• At least 10 years of experience in communication of public policies towards public /governmental institutions, as well as private sector stakeholders, and general public (for instance awareness campaign on waste treatment);
• Regional experience: at least 3 years of experience in Turkey.
