Background

A technical assistance facility financed by the European Union will be set up for the provision of high-level technical assistance and policy advice at country, regional and global level. The aim is to support the upgrade and implementation of the Nationally Determined Contributions (NDCs) under the Paris Agreement, and other relevant regional, national and local climate strategies and action plans, including National Adaptation Plans, land policies and practices, disaster risk reduction strategies and low-carbon /carbon neutral development strategies.

The overall objective of this facility is to contribute to the goals set in the Paris Agreement, the Sendai Framework, the 2030 United Nations Agenda and to implement the external dimension of the European Green Deal.

The position will be based in Brussels, Belgium, with frequent travels in the EU partners countries.

Position Team Leader - Climate Change policy expert
Qualification

Academic degrees:

  • Post graduate studies in life sciences, physics, geography or engineering sciences.

Languages:

  • English full proficiency;
  • At least one other EU language;
  • Asset: Spanish and/or French.
Required Experience

Climate related expertise:

  • At least 10-15 years of professional experiences;
  • Long-term (mid-century) low green-house gas emission development strategies;
  • Design, negotiation, implementation of climate change (mitigation, adaptation) related public policies;
  • Paris Agreement negotiation – implementation, multi-sectorial strategies for Nationally Determined Contributions (NDCs);
  • Design and implementation of climate adaptation measures, National Adaptation Plans;
  • Management of natural resources, livelihood (natural resources based);
  • Environmental, social and governance (ESG) measures and standards;
  • Carbon market, evaluation of GHG emissions, GHG scenario;
  • Excellent knowledge of EU policies related to climate change adaptation /mitigation: 2020-2030 Climate & Energy Package, EU Emissions Trading System (ETS);
  • EU Acquis for energy efficiency, renewable energy;
  • Intergovernmental dialogue and negotiation.

Project management related expertise:

  • At least 10 years of experience in project management;
  • At least 5 years as team leader of large projects with multilateral institutions: EU, WB, United Nations;
  • Project management procedures of the EU and PRAG procedures.

Cross-cutting expertise:

  • Capacity building, training;
  • Multi-stakeholders engagement for common strategies;
  • Organisational and interpersonal skills.
