Mid-term review of the Intra-ACP Programme: 'ACP-EU Natural Disaster Risk Reduction Programme'

This mid-term evaluation will cover the programme "ACP-EU Natural Disaster Risk Reduction Program" funded via Intra ACP 10th EDF funds (Decision FED/2013 / 024-496).

The focus of evaluations is on the assessment of achievements, the quality and the results of actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches . From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress. Evaluations should provide an understanding of the cause and effects links between inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and management purposes. The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with: - an overall independent assessment of the past performance of the "Building Resilience of African Nations and Communities to Disasters Program", paying particular attention to its intermediate results measured against its objectives; - key lessons and recommendations in order to improve current (if relevant) and future Actions.

• At least a MSc degree in international development or a field related to the assignment;
• Good knowledge of EC implementation rules, and aid modalities;
• Good knowledge of Project Cycle Management and logical framework approach;
• Demonstrated experience in evaluation of projects and programs in the resilience/ rural development sectors using the EuropeAid's Evaluation methodology;
• Full working knowledge of English and French, with at least five years working experience in English and/or French speaking countries;
• Proven record of report writing skills;
• Proven experience in working with multiple stakeholders and government and international organizations.

• 12 years of experience in managing DRR, resilience or equivalent programs in Africa and/or in ACP countries;
• At least 5 prior assignments in program/project evaluations, with at least one in the specific field (as team leader ) of DRR programs;
• At least three experiences of leading a team of experts;
• Additional previous experiences working with DRR/Resilience program/project assignments is an advantage.

• At least a MSc degree or equivalent in international development or other field related to the assignment;
• Good knowledge of EC implementation rules, and aid modalities;
• Good knowledge of Project Cycle Management and logical framework approach;
• Demonstrated experience in evaluation of projects and programs in the resilience/ rural development sectors using the EuropeAid's Evaluation methodology;
• Full working knowledge of English and French, with at least five years working experience in English and/or French speaking countries;
• Proven record of report writing skills;
• Proven experience in working with multiple stakeholders and government and international organizations.

• Minimum of post qualification 12 years of experience in program/project implementation in ACP countries in a field related to the assignment;
• A minimum of three assignments (as team leader or member) in DRR related programs implementation and/or evaluation.

• At least a MSc or equivalent in economy, agro-economy or other related field;
• Good knowledge of EC implementation rules, and aid modalities;
• Good knowledge of Project Cycle Management and logical framework approach;
• Demonstrated experience in evaluation of projects and programs in the resilience/ rural development sectors using the EuropeAid's Evaluation methodology;
• Full working knowledge of English and French, with at least five years working experience in English and/or French speaking countries;
• Proven record of report writing skills;
• Proven experience in working with multiple stakeholders and government and international organizations.

• Minimum of post qualification 6 years of working experience in ACP countries;
• A minimum of three assignments (as team leader or member) in managing and/or assessing projects and/or studies on risk financing implementation and institutions.
