Description | DESCRIPTION OF THE ASSIGNMENT Global objective : The purpose of the performance review is to undertake a detailed assessment of the Environmental Management Agency (EMA) governance and technical operating systems, processes and procedures in order to determine the possible quantified and time framed interventions by Government (in terms of governance, systems, capitalisation, etc.) to improve on the Agency’s performance in order for it to deliver on its mandate, vision and objectives in the most economic, efficient and effective way for the realisation of national socio-economic objectives. Specific objectives : Specific Objective 1: "Analysis, assessment and recommendations" Provide an independent assessment of the Environment Management Agency on the: a) External and internal governance framework and its effect on the performance of EMA and its impact on private sector and general public. b) Economy of operations and their accordance with sound administrative principles and practises and management policies. c) Efficiency in utilising human, financial and other resources to achieve result. d) Effectiveness of performance in relation to the objectives and the actual impact of activities compared with the intended impact. e) Systems, processes, policies, procedures and compliance Review. f) Legal Review. Specific Objective 2: "Reform strategy and implementation plan" Develop a Reform Strategy and Implementation plan to strengthen the strategic direction of EMA to improve on its effective, efficient and economic delivery of mandate in line with the development agenda of the country. |

Qualification | Master Degree in Development Studies, Public Administration, Planning, Economics, Political Science, Social Science or other areas relevant to the assignment. |
Required Experience | General professional experience : At least 12 years experience in the sector relevant to the profile Specific professional experience : - A minimum of 5 years in organisational change, change management, institutional reform, governance and capacity building. - Experience in providing high level policy advice to government’s on institutional and policy reform.
- Strengthening of public administrations. - Benchmarking and performance measurement in public sector. - Public Governance structures and regulatory/legal frameworks. - Deep understanding of e-governance. - A minimum of 5 years experience in international development cooperation. - Experience as Team Leader/Project Manager. - Public administration monitoring and evaluation systems. |
