Background

In the context of Turkey's 10th National Development Plan (2014-2018) which is the fundamental policy document setting out the transformations of Turkey in economic, social, and cultural areas in an integrated approach for the period of 2014-2018, under the 2.2.9. Investment Policies regional development axis, the need for capacity building of public institutions is emphasized as; “In the process of planning and implementing new investments, there is ongoing need for enhancing the capacity of public institutions in preparation, implementation, monitoring and evaluation issues.” and “The planning, implementation, monitoring and evaluation processes of public investment projects will be enhanced; in this context capacity of public institutions will be improved.” Also under the Regional Development and Regional Competitiveness clause, it is emphasized that “funds for economic and social cohesion under IPA will be managed effectively with the coordination and monitoring mechanisms to be established”. As stated in the Indicative Strategy Paper for Turkey (2014-2020) adopted on 26/08/2014; Turkey needs to set up administrative structures and build their capacity to ensure EU requirements have been implemented and enforced at the date of accession. Linked to this, and in order to meet the closing benchmarks, i.e. to implement the acquis, investments are particularly needed in delivering drinking water, wastewater treatment and solid waste management. Expected results are:

  • population has benefited from improved infrastructure for delivering drinking water, waste water treatment and solid waste management, in line with EU standards;

  • legislative reform and capacity building has progressed in the areas of climate action, air quality, civil protection, marine environment, cross-cutting legislation and protection of nature;

  • improved capacity to design, implement and monitor mitigation policies, and improved resilience to climate change in vulnerable economic sectors and infrastructures.
Objectives

The overall objective of the project is:

  • To support the effective management of EU funds and operational programmes through capacity building activities and trainings.

The purpose of of the project is:

  • To strengthen institutional capacity of mainly DoEU, actual and potential end recipients by means of training activities and comprehensive support to DoEUI Units in the process of entrustment of budget implementation tasks.

Results to be achieved are:

  • Increased EU fund adsorption and management capacity of DoEUI and actual and potential end recipients through training activities and day-to-day consultation/support to DoEUI activities within operational programmes.
Activities

The Contractor will implement the following activities:

  • Component 1: Organizational Development: Institutional capacity building of DoEUI and End-Recipients.

  • Component 2: Delivery of training courses, study and site visits.

Project Position 1

Position Team Leader
Activities

The Team Leader (TL) will be the primary contact point for all the communications and be responsible for; assisting the management of the programme, the implementation, total management and overall coordination of the project activities; management of the team of key and non-key experts; elaboration and delivery of reports; coordination and supervision of the organization and delivery of all necessary inputs such as training for ensuring proper implementation of the activities in accordance with the Contract. He/she will also be assisting for coordinating, advising and assisting daily operations, planning and reporting of the Procurement Unit of the DoEUI, preparation of tender dossiers and conducting tender procedures. TL is expected to give input almost full time.

Qualification

Qualifications and Skills:

  • University graduate in relevant fields, in the absence of a formal degree, minimum 15 years of relevant working experience in the field of environment,

  • Good command of written and spoken English,

  • Full computer literacy,

  • University degree in a relevant engineering and/or post-graduate degree (MSc, MBA and/or PhD degree) in any field will be an asset.

Required Experience

General Professional Experience

  • Minimum 15 years of professional experience, Specific Professional experience:

  • Experience in management of EU financed operational programmes for minimum 3 years; managerial position from Operating Structures, EU institutions or other relevant national institutions and finance and contracting agencies such as CFCU, TL/deputy TL positions for TA contracts supporting such institutions and programmes would be considered eligible for the above requirement.

  • Experience in Operational Programmes in the field of environment would be an asset.

Project Position 2

Position Design Expert
Activities

The Design Expert will be assisting to revise the conceptual and detailed designs of environmental infrastructure projects, cost estimates and technical specifications, and provide on the job training on reviewing designs according to the applicable standards and contract documents. He/she will also be advising and assisting daily operations, supporting coordination, planning and reporting of the Procurement Unit, Technical Implementation Unit and Project Preparation Unit. Key Expert 2 is expected to give input almost full time.

Qualification

Qualifications and Skills:

  • University graduate in relevant engineering, in the absence of a formal degree in the above-mentioned fields, minimum 15 years of relevant working experience in the field of environment,

  • Good command of written and spoken English,

  • Full computer literacy,

  • Post-graduate degree (MSc, MBA and/or PhD degree) in any field will be an asset.

Required Experience

General Professional Experience:

  • Minimum 15 years of professional experience,

Specific Professional Experience:

  • Minimum 10 years of experience in design of environmental infrastructure projects (such as drinking water, waste water, solid waste projects etc.).

Activities

The FIDIC Expert will be supporting in the implementation of FIDIC in infrastructure projects. He/she will also be advising and assisting daily operations, supporting coordination, planning and reporting of the Procurement Unit, Technical Implementation Unit, Monitoring and Evaluation Unit.

Qualification

Qualifications and Skills:

  • University graduate in relevant engineering, in the absence of a formal degree in the above-mentioned fields, minimum 15 years of relevant working experience in the field of environment,

  • Good command of written and spoken English,

  • Full computer literacy,

  • Post-graduate degree (MSc, MBA and/or PhD degree) in any field will be an asset.

Required Experience

General Professional Experience:

  • Minimum 15 years of professional experience,

Specific Professional Experience:

  • Minimum 5 years of experience as engineers’ representative in infrastructure projects governed by FIDIC Red Book and/or FIDIC Yellow Book conditions of contract,

  • Above experience in the field of environmental infrastructure would be an asset.
