The Uganda's Vision 2040 describes long term policy objectives for the country and envisions a transformed society from a predominantly peasant and low income country to a competitive upper middle income country. The 2nd National Development Plan (UNDP II) 2015/16 – 2019/20 is the overarching planning guide for Uganda and provides strategic direction to the sectors so that they can contribute to “propel the country towards middle income status by 2020”. The NDP II recognizes agriculture as one of the key pillars for economic growth and prioritized coffee as the second ranked enterprise among the 12 strategic commodities. At sector level, the main policy for agricultural development is the National Agricultural Policy (2011), and the Agriculture Sector Strategic Plan (ASSP) 2015/16-2019/20, while at sub-sector level, the National Coffee Policy (2013) defines clear-cut interventions required for scaling up performance and development of the coffee sub sector. To operationalize the National Coffee Policy, a National Coffee Strategy 2015/16-2019/20, was developed. The strategy provides a strategic framework against which the Government of Uganda, Development Partners, Civil Society Organisations and the Private Sector can prioritise and align their action to increase coordination and maximise impact in the coffee subsector.
The Uganda Coffee Development Authority (UCDA) is a corporate body established by the Uganda Coffee Development Authority Statute, Cap 325 in 1991. The mandate of the Authority is to oversee the coffee industry by supporting research, promoting production, controlling the quality and improving the marketing of coffee to optimize foreign exchange earnings for the country. The authority works under the Ministry of Agriculture, Animal Industry and Fisheries.
To contribute towards obtaining an insight in the coffee value chain in order to design interventions that lead to sustainable solutions that contribute to the achieving the targets of the Coffee Roadmap.
Specific objective of the consultancy:
To develop a detailed and costed implementation plan for the initiatives identified in the Coffee Roadmap for Uganda for the next 5 years commencing the financial year (FY) 2018/19.
Project Position 1
|Position||Expert category I/Team Leader/ commercial value chains expert|
A recognized expert in transformative and high impact commercial value chains, including policy, institutional and regulatory matters, marketing, finance and value addition particularly in developing countries with at least 12 years of relevant professional experience from which at least 5 years in the commercial coffee sub-sector in sub-Saharan Africa.

|Position||Expert category II: Coffee Production Development expert|
A recognised expert with at least 6 years' experience in commercial crops production systems including seed and planting materials, irrigation, fertilisers, pests and disease control, agronomic practices, extension services, harvest and post-harvest handling, as well as producers' organisations, of which at least 3 years in the commercial coffee sub-sector in sub-Saharan Africa.
