Background

Sustainable Consumption and Production (SCP) is a complex issue involving many areas of sectoral policies that need to work together to achieve the objectives of SCP. To enable this, countries need to strengthen capacity for cross-departmental cooperation at various levels including high-level decision making and lower level day-to-day operational arrangements. This involves strengthening horizontal communication within and among departments, encouraging greater transparency of departmental strategies among public servants, and sharing information. There is a need to translate the policies, programmes, and initiatives of the public and private sector into public and private investments in green technology. The objective is to create a momentum for investors and to emphasize to them that investments in green technology are the most viable option for sustainable economic growth in Asia.

Objectives

The SWITCH-Asia Programme II seeks to tackle these aspects by implementing three components: (1) Call for Proposals: 7 successful Calls for Proposals, with a total of more than 2000 proposals received, were launched in 2007, 2008, 2010, 2011, 2012, 2014 and 2016; as a result 95 grant projects were selected for funding, and an approximately 13 more will be contracted before the end of 2017. The projects are based on local demand-driven actions aiming to promote sustainable consumption and production in Asia and encourage EU-Asian partnerships. (2) A Sustainable Consumption and Production Facility (SCP Facility), building on the ongoing Network Facility, which aims to create an internal dialogue by facilitating the information exchange between the beneficiaries of grant projects and to initiate an external dialogue by communicating the results of the projects to the various stakeholders (e.g. networking events with the beneficiaries of grant projects and the Policy Support Component). These services are currently provided by the GFA Consulting Group and Centre on Sustainable Consumption and Production (CSCP) in Wuppertal, Germany for the period September 2013– December 2017. (3) Policy Support Component (PSC) aim to support the formulation and implementation of SCP-related policies and policy instruments, by working with the national administrations of five Asian countries and through capacity building activities at regional level.

Project Position 1

Position TL - Senior Expert on Envionment, NRM or Environmental Economics
Activities

The type of activities to be covered by the contractor can be summarized in 3 work packages: WP1 - Capacity building at national level in the target countries WP2 – Awareness raising of SCP WP3 – Scaling up of good practices on SCP achieved by SWITCH-Asia II

The Team Leader will be responsible for the professional coordination of the project, the overall fulfilment of all project management tasks, maintain regular contact and direct communication with the Contracting Authority, the quality of the team’s performance and its delivered outputs, and have the following tasks: - Liaise with the Contracting Authority and the EU Delegations, beneficiaries of grant projects, key stakeholders and other interested parties; - Ensure preparation and submission of all deliverables as defined through activities of the project; - Coordinate all inputs and outputs from other team members and assigned experts; - Fulfil all the reporting (narrative/financial) requirements under the project in a timely and professional manner.

Qualification

Qualifications and Skills - The expert must hold a Master's Degree (or equivalent) in Environment, Natural Resources Management or Environmental Economics; - English at level 1 for reading, writing and speaking;

General professional experience - 10 years of professional experience on Environment, Natural Resources Management or Environmental Economics or directly relevant field;

Specific professional experience - The expert must possess management skills demonstrated by experience in leading at least 3 international projects of at least 2 years/each in Asia on Environment, Natural Resources Management, or Environmental Economics or directly relevant field. - Experience in at least 1 project of policy negotiation/capacity building of at least 1 year on Environment, Natural Resources Management or Environmental Economics, or directly relevant field in Asia.

Project Position 2

Position KE2 - Junior Expert: Communication and knowledge management
Activities

The type of activities to be covered by the contractor can be summarized in 3 work packages: WP1 - Capacity building at national level in the target countries WP2 – Awareness raising of SCP WP3 – Scaling up of good practices on SCP achieved by SWITCH-Asia II

The expert will be responsible for communicating the results achieved by the SWITCH-Asia to a wide external distribution network, producing written and spoken interventions on the programme, 15 January 2016 Page 13 of 19 terms of reference.doc organising networking events for the programme, liaising with the wide network of stakeholders and liaising with the communication staff from the other components of the programme. Furthermore, in collaboration with the relevant SCP expert, the communication expert will produce impact cases for the grant projects, and manage the interactive website www.switch-asia.eu . The key expert will also manage the content on the interactive website, and structure it in a coherent manner.

Qualification

Qualification and Skills - The key expert must hold a Master's Degree (or equivalent) in a field relevant for journalism, media and external relations (e.g. journalism, media studies, international relations, political studies, development, sociology, and similar); - English at level 1 for reading, writing and speaking.

General professional experience - The expert must have at least 5 years of professional experience on communication and knowledge management, or directly relevant field;

Specific professional experience - The key expert must have at least 3 years of professional experience in the field of communication and networking for sustainable development programmes and/or projects; - The key expert must have experience in (co-) organising at least 5 international network events related to Environment, Natural Resources Management or Environmental Economics, preferably in Asia; - The key expert must have proven working experience in writing and/or editing written dissemination materials for the target groups under this contract (e.g. SMEs, consumers, intermediate organisations, governmental agencies, ministries, etc.), demonstrated by submitting a portfolio of communication material comprising of at least 3 press releases, at least 5 internet articles, and evidence of at least 3 specific communication material produced by expert for projects or multimedia products, including links to curated social media platforms; - Working knowledge of Video editing software, Photoshop, Publisher, In-design or other website design software are considered an asset.

Activities

The expert on South Asia will be responsible for the activities in the region of South Asia (Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan and Sri Lanka). The expert will be in charge of the activities in the above mentioned area of intervention and in charge of the non-key experts in the region, acting as team leader for specific areas, especially being responsible for quality control. On the request from the Contracting Authority, some travel missions will be required to the partner countries.

Qualification

Qualifications and Skills - The expert must hold a Master's Degree (or equivalent) in Environment, Natural Resources Management or Environmental Economics; - English at level 1 for reading, writing and speaking. - At least level 2 knowledge of other local languages of the geographical scope is considered an asset.

General Professional experience - At least 10 years' professional experience on Environment, Natural Resources Management or Environmental Economics, or directly relevant field;

Activities

3 work packages: WP1 - Capacity building at national level in the target countries WP2 – Awareness raising of SCP WP3 – Scaling up of good practices on SCP achieved by SWITCH-Asia II

The expert on South East Asia, China and Mongolia will be responsible for the activities in the region of South East Asia (China, Mongolia, Cambodia, Democratic Republic of Korea, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand and Vietnam). The expert will be in charge of the activities in the above mentioned area of intervention and in charge of the non-key experts in the region, acting as team leader for specific areas, especially being responsible for quality control. On the request from the Contracting Authority, some travel missions will be required to the partner countries.

Qualification
