Background

Montenegro is located in South-Eastern Europe at the coast of the Adriatic sea. According to the Montenegro Statistical office, the number of inhabitants in Montenegro by the end of 2015 was estimated at 622,000, with Podgorica being the largest city with population of 186,000. ln 1991 , Montenegro's National Assembly declared the country to be an ecological State, committed to protecting the environment to the highest leveI. Since 1991 up to now a series of environmental laws, regulations and ordinances have been adopted.

Following its independence in 2006, Montenegro sought close relations with the European Union. On 15 October 2007 Montenegro signed a Stabilisation and Association Agreement (SAA) that entered into force on I May 20 I O. ln December 2010 the European Union granted Montenegro the official status of candidate country. The accession negotiations with Montenegro were opened on 29 June 20 12. Montenegro's efforts in the context of accession negotiations will have to focus on fully meeting the politicai and economic Copenhagen criteria for EU membership, as well as the ability to assume the EU acquis. As of 30 March 2015 eighteen negotiating Chapters had been opened, and Chapter 27- Environment and Climate change is expected to be open soon, once adopted by the Government the National Strategy with Action Pl an for transposition, implementation and enforcement of the EU acquis on Environment and Climate Change 20 16-2020.

Montenegro has so far focused more on the transposition of EU water Acquis than to its implementation. Since 2007, Montenegro has significantly changed its legal and policy framework for the environment and sustainable development, but it is still at the very early stage of alignment with the Acquis. A new package of laws and corresponding secondary legislation has been adopted, and a strategic framework for environment and sustainable development has been further developed.

Water quality is governed by an extensive legal framework. The key legislation governing the water quality is the 2007 Law on Water, amended in 2015 for transposition of Directive 2000/60/EC (WFD) and other directives making a body of the EU water legislation. Ministry of Sustainable Development and Tourism (MS DT) identified the need lo improve the transposition level for UWWT Directive 91/27 1/EEC on urban wastewater treatment, and therefore drafted a separate Law on Urban Wastewater Management, which was adopted by the Government and expected lo be adopted by the Parliament of Montenegro soon. Consequently, the following bylaws, which are of particular interest to this project, are planned lo be adopted:

  • Act on agglomerations, defining the geometrical limits of the agglomerations, population and capacity;
  • Forms of content and manner of reporting and monitoring; -The programme for construction of the municipal wastewater collection and treatment infrastructure.

A full transposition of the EU water acquis has not been achieved yet but is planned to be achieved by the end of 2017.

Objectives

Global objective

The objective of the operation is to facilitate the implementation of the environmental legislation in the area of water management related to UWWTD 91/27 1/EEC.

Specific objectives

The specific objectives oft he operation are to prepare:

  • A consolidated Master Plan for Waste Water Management covering the entire territory of Montenegro, based on the revision and update of the two existing Master Plans. for the upcoming period of 2018 -2035;
  • First draft DSIP for UWWTD 91 /271 /EEC.
Activities
  • Mobilization of the staff and establishment of the Project Office within the MSDT premises in Podgorica;
  • Organizing meetings and rapidly develop close working relationships with the key stakeholders;
  • Analysis of the data received from the Ministry of Sustainable Development and Tourism (as the End Recipient) and identification of the gaps.
  • Data Collection analysis of the current situation;
  • Revision of the Master Plans;
  • Development of Directive Specific Implementation PIan for UWWTD 91/271/EEC
  • Preparation of DSIP.

Project Position 1

Position Key expert I: Team Leader I Wastewater Expert
Qualification
  • Education at least Master Degree' in Environmental Sciences, Engineering, Economics or in an area relevant to the assignment or in the absence of the Master Degree an additional 3 years of relevant professional experience above the general professional experience.
  • Good command of spoken and written English;
  • Computer literacy in office applications.
Required Experience

General professional experience

Minimum 12 years of general professional experience in the environment sector.

Specific professional experience

  • Minimum 7 years of experience in managing projects related with preparation of wastewater collection and treatment investment projects;
  • Experience in preparation and assessment of at least two (2) waste water master plans aiming funding under EU IPA/ ISPA/Cohesion fund approved by the competent authority;
  • Experience preparing a DSIP for the UWWTD is an asset.

Position Key expert 2: Senior Economist - Financial Expert
Qualification
  • Education at least Master Degree in Economics, Engineering, Environmental Sciences or in an area relevant to the assignment or in the absence of the Master Degree an additional 3 years of relevant professional experience above the general professional experience;
  • Good command of spoken and written English;
  • Computer literacy in office applications.
Required Experience

General professional experience

Minimum 6 years of general professional experience in the area of economics and financial sector.

Specific professional experience

  • Minimum of 3 years of experience in preparation of economic and financial analysis for infrastructure projects;
  • Experience in preparation of at least 2 Cost Benefit Analysis for wastewater infrastructure investment projects according to the EU Guide to Cost Benefit Analysis of Investment Projects.
  • Experience in tariff setting calculations is an asset;
  • Experience in financial and economic analysis of water and wastewater infrastructure investment projects is and asset.

  • Computer literacy in office applications.
Required Experience

General professional experience

Minimum 6 years of general professional experience in the area of Institutional-Legal assistance.

Specific professional experience

  • Minimum of 3 years of experience in water/wastewater sector;
  • A minimum of 2 completed projects including institutional capacity assessment and capacity building for public utility companies/institutions/departments;
  • Experience in tariff setting calculation is an asset;
  • Experience in financial and economic analysis of water and wastewater infrastructure investment projects is and asset.
