Background

The objective of the EUROCLIMA+ programme is to promote environmentally sustainable and more climate-resilient development of the Latin America region, in particular for the most vulnerable population. The programme does this through promoting policy dialogue as well as through technical and financial support to the development and implementation of climate change adaption and mitigation policies in the Latin America region. The programme supports the integration of climate change mitigation and adaption into a policy framework that can deliver economic growth and social development alongside environmental and climate protection. EUROCLIMA+ thus focuses on the delivery of services to Latin American countries with a particular attention on knowledge management and communication, in 5 sectors: Sector 1: forests, biodiversity and ecosystems Sector 2: disaster risk reduction and management Sector 3: urban resource efficiency Sector 4: energy efficiency and renewable energy Sector 5: resilient food and production

Activities

THe mai activities are: 1. Coordination of the activities of implementing partners 2. Leading or assisting in the organisation of events related to the EUROCLIMA+ programme 3. Monitoring of programme implementation 4. Programme visibility, communication and knowledge management activities

Project Position 1

Position Team leader
Activities

He/she shall be the main counterpart for the contracting authority and responsible for the implementation of the deliverables to be provided under this contract. This person will provide the strategic vision of the assignment, will supervise and coordinate the input of the rest of his/her team financed under this contract. He/she will also be the main liaison point for Member State agencies implementing the horizontal and vertical components of the programme, and ensure coordination between his team and the seconded Member State Agency staff.

Qualification

University degree in natural resources, economics, business administration, social or political sciences or a relevant related discipline; Knowledge and experience in climate change and development nexus issues; A good understanding of EU development assistance; Excellent communication skills; Excellent organisation and coordination skills; Fluency in written and spoken English and Spanish is compulsory.

Required Experience

General professional experience: At least 15 years of professional experience in project management, including project monitoring; At least 10 years work experience with international donors and other public, non-state or private actors in developing countries, preferably in Latin America; Experience as a team leader of a regional programme is considered an asset.

Specific professional experience: At least 6 years of work experience in managing consultancy works in the area of climate change, environment and natural resources; At least 5 years of work experience as a team leader in international development projects; At least 5 years of work experience in Latin America; Experience in project monitoring and logframe design/updating; Experience in participatory and consultative processes, including facilitating workshops stakeholder consultations, and policy reform processes; Prior experience with EU development aid is an advantage.

Project Position 2

Position Expert 2: communication and visibility expert
Activities

This technical expert will mainly work on the Programme visibility, communication and knowledge management activities.

Qualification

University degree or equivalent in communication or related subjects; Candidates with an additional degree in environment and development related areas will have an advantage; Excellent communication skills; Excellent organisation and coordination skills; Fluency in written and spoken English and Spanish is compulsory.

Required Experience

General professional experience: At least 10 years of professional experience in the field of communication; At least 5 years of work experience with international donors; Prior experience with EU development aid will be considered an advantage; Work experience in Latin America will be considered an advantage.

Specific professional experience: At least 5 years of experience in communication on environment, climate change or development-related issues; Proven experience in knowledge design and management; Proven experience in the design and management of websites as well as in the preparation of multimedia communication material; Experience in the use of electronic and social media such as communities of practice, websites and blogs is considered an advantage.

Project Position 3

Position Expert 3: technical expert on climate change and environment
Activities

The technical expert will be responsible for providing technical assistance on EUROCLIMA+ related areas and activities. Support will include, inter alia, technical input on programme work plans, on coordination of activities and on knowledge creation activities.

Qualification

University degree in natural resources, economics, sciences, engineering or a relevant related discipline; Knowledge and experience in climate change and development nexus issues, with proven experience thereof in Latin America; Excellent communication skills; Excellent organisation and coordination skills; Fluency in written and spoken English and Spanish is compulsory.

Required Experience

General professional experience: At least 10 years of professional experience in the area of environmental sustainability and climate change; At least 5 years of work experience with international donors and other public, non-state or private actors in developing countries, preferably in Latin America; Prior experience with EU development aid is an advantage.

Specific professional experience: At least 5 years of work experience in the area of climate change, environmental protection and climate financing in Latin America; Experience in participatory and consultative processes, including facilitating workshops stakeholder consultations, and policy reform processes; Experience in knowledge creation and management in the area of environmental management and/or climate change is considered an advantage.
