Background

By 2030, demand for water and energy is expected to increase by 30-50%, while the rise of food demand could reach 60% as a result of population growth, economic development and changing consumption patterns. This goes far beyond planetary boundaries “A radical transformation is needed” to achieve universal access to food, drinking water and modern energy Water, energy and food are interlinked at three levels:

  • They are part of the same ecosystems. For example, every change in land use has an impact on the water cycle. Renewable energy sources such as biomass and hydropower depend on the water cycle.
  • Production of drinking water, energy and food depends on the same natural resources and ecosystem services. For example, 45% of EU water withdrawals are used for energy generation. Land and water resources are used for food and energy crops.
  • Each sector depends on services from the other sectors. For example, the food supply chain consumes about 30% of the global energy consumption worldwide. There is no drinking water supply without energy services.

The interconnections, the vulnerability and the finiteness of natural resources in sector policies allow policy-makers to taking into account the full potential of multi-sector approaches. This is expected to have important consequences for economic growth and prosperity at country level. The Water-Energy-Food Security Nexus perspective provides with a useful illustration on how to address practical problems and untapped potential, such as:

  • the potential for multi-purpose use of water storage infrastructure (including the trade-offs between optimized energy generation and flood protection);
  • water stewardship approaches in particular for international investments in agriculture;
  • drought-related risks for electricity generation (beyond the energy-water interface, this is often about water allocation for irrigation vs. power plants);
  • energy efficiency in drinking water, waste water and irrigation management (contribution of the water sector to energy efficiency and renewable objectives);
  • energy efficiency in the food supply chain (which consumes 30% of the global energy consumption);

The Nexus Dialogues project, besides the need for more scientific data and science-to-policy discussions, aims to address the essential need for i) established coordinated actions across development cooperation actors - there is risk of a multiplicity of actions on the nexus - ii) a move from ad hoc considerations on interrelated challenges to coordinated and concentrated policy and practical approaches for addressing relevant problems at regional, national and local level.

Objectives

General objective

To ensure the effectiveness of EU funded project for Nexus in a sustainable manner by providing relevant lessons reflecting coherence and feasibility for the Phase II.

The specific objectives of this assignment are to:

  • Conduct a mid-term evaluation of the EU and BMZ/GIZ's contribution to the Nexus Dialogues Phase I project.
  • Conduct a Feasibility Study.
Activities

For the mid-term Evaluation, the consultant, following the submission of a detailed mid-term evaluation methodology to, and approved by, the European Commission will undertake the following activities:

  • Conduct a mid-term evaluation (starting beginning of 2018) of the use of EU and BMZ/GIZ funds for the specific Nexus Dialogue results specified above: Result 1a, Result 2a, Result 2c & Result 2d. The information collected will be comprised of a desk review (information/project documents to be provided to the consultant by the Commission, GIZ, GWPO and CAREC) and interviews, including some missions as appropriate;
  • Submit a first draft mid-term evaluation report and present for review to DG DEVCO March 2018 which devises lessons learned and make recommendations which account for use of EC contributions, use and impact of outputs, timelines and budgetary implications;
  • Submit a Final mid-term Evaluation Report, which reflects the recommendations from the draft report and comments from the presentation in April 2018.

For the Feasibility Study, the consultant will be required to undertake the following activities:

  • Submit a detailed methodology to the EC for prior approval and for consultations with GIZ, GWPO and CAREC in April 2018;
  • Conduct an Feasibility Study starting May 2018 for Result 3a and 3c: of the use of EU and BMZ/GIZ funds to develop Nexus pilot projects in the five regions and an assessment of the readiness of these pilot projects i.e. the state of play of pilot projects and the regions/countries' discussions with financial institutions that support the different EU Blending Financial Instruments for a Phase II. The information collected will be comprised of a desk review (information/project documents to be provided to the consultant by the Commission, GIZ, GWPO and CAREC) and interviews;
  • Submit a first draft Feasibility Study report for review to DG DEVCO and GIZ/BMZ in July 2018 which makes draft recommendations for a Phase II in September 2018;
  • Submit a Final Feasibility Study Report, which reflects the recommendations from the draft report and comments from the presentation in October 2018.

Position CAT I-Evaluation specialist
Qualification
  • University degree in Environment Sciences, Natural Resources Management or related fields with at least a Master's Degree;
  • Professional competency (Level C2) in English, French and Spanish (oral and written).
Required Experience
  • General experience: The expert must have at least 12 years of experience in evaluation of projects funded by the European Commission, including experience in analysing individual donor contributions in multi-donor funded projects. Excellent writing and presentation skills, proved analytical skills and strategic thinking;
  • Specific professional experience in the field of evaluation in developing countries, especially evaluating individual donor components in multi-donor projects/contributions;
  • Good knowledge of project finance, performance management frameworks and results-based management for development projects will be an asset;
  • Proven experience in policy evaluations will be an asset.

Position CAT I- Specialist in feasibility studies
Qualification
  • University degree in Engineering, Science, land & water management or related fields with at least a Master's Degree;
  • Professional competency (Level C2) in English, French and Spanish(oral and written).
Required Experience
  • General experience: The expert must have at least 12 years of experience in feasibility study of projects funded by the European Commission, including experience in analysing individual donor contributions in multi-donor funded projects. Excellent writing and presentation skills, proved analytical skills and strategic thinking;
  • Specific professional experience: Proven professional experience gained in implementing projects and activities in one or more of the beneficiary regions. Hands-on or field experience in water management;
  • Good knowledge of project finance, performance management frameworks and results-based management for development projects will be an asset;
  • Proven experience in policy feasibility will be an asset.
