Technical Assistance to ACP Secretariat for the Intra ACP GCCA+ Program and Climate Support Facility management

The project aims at providing technical assistance to the ACP Secretariat under the 11th EDF Intra ACP Global Climate Change Alliance + (GCCA+) Program. Technical assistance will consist in supporting the ACP Secretariat for any issues pertaining to the coordination of the GCCA+ components of the Financing Agreement in reference, including advice on requests from ACP countries for assistance under the Climate Support Facility + (CSF+) and delivering through the CSF + short-term technical assistance in the field to ACP regional institutions and countries to complement and supplement the various components of the 11th EDF Intra ACP GCCA+ Program.

Prospect C&S has been implementing the technical assistance to the ACP Secretariat under the 10th EDF Intra ACP Global Climate Change Alliance (GCCA) Program.

A Brussels-based programme management unit (PMU) will be set up in order to provide Technical Assistance to the ACP Secretariat in the operational management of the 11th EDF Intra ACP Global Climate Change Alliance + (GCCA+) Program. Technical assistance will consist in supporting the ACP Secretariat for any issues pertaining to the coordination of the GCCA+ components of the Financing Agreement in reference, including monitoring, knowledge management, communication/visibility, support to policy dialogue and advice on requests for assistance under the Climate Support Facility + (CSF+) to ACP regional institutions and countries to complement and supplement the various components of the 11th EDF Intra ACP GCCA+ Program.

The PMU will be composed of approximately 6 full time experts (4 key experts + 2 equivalent full time non-key experts).

• 10 years experience in the field of Climate Change and environment sector development
• International consulting experience
• At least one team leader experience
• 5 years experience in Climate Change or Environment conventions negotiations, including Paris Agreement
• Good knowledge of ACP-EU dialogue on Climate-Change
• Experience with ACP Regional Economic Communities
• Experience in Monitoring system of development cooperation programmes
