Technical support to the working group responsible for designing the Agricultural Development Fund
The project comprised the establishment of an inter-ministerial working group to investigate the harmonisation of the different conceptual approaches for agricultural development funds. Within this context the objectives of the project were to contribute to the elaboration of a regional financing instrument that would be operational for agricultural support and more specifically to:
- Determine and specify the scope of the mission and operational management of the regional agricultural development fund;
- Specify legal statutes that would take into account the ongoing analysis and current recommendations provided by the Ministry for Decentralisation and Territorial Planning as well as the applicable financing rules.
Besides this, the project contributed to the report on the design and establishment of a regional agricultural development fund; covering its purpose, operational management and replenishment mechanisms, draft statutes, by-laws and internal regulations.

Formulation of the Tata’s Havens Rehabilitation and Development Project
Prospect was contracted to provide technical assistance for the formulation of a rehabilitation and development project in the Oasis of Tata in Morocco. The overall goal of the project was to contribute to the conservation and the valorisation of the economic and ecological resources of the oasis ecosystem. Specific objectives were the - participatory - development of an ecologically sustainable agricultural production system (palm tree) through an increase of the economic added value of quality date production, by strengthening associations and co-operatives and, eventually, the ecological restoration of the oasis ecosystem.

Facilitation of an organizational self-assessment of the CAREC
The mission comprised the facilitation of the organizational self-assessment of CAREC. The main activity was performed through a workshop addressing the organisational viability issues of the organisation. This workshop combined:
- A self-assessment of the performance of the organisation including scoring of the performance for programme management;
- The preparation of elements of an organisational development plan based on prioritised objectives addressing the main issues identified during the self-assessment.
The methodology used was inspired by the one that is developed under the SECTOR (Supporting Environmental Civil Society Organisations in South Eastern Europe) Programme implemented by the REC CEE (developed by Prospect staff).

Service contract for the support of monitoring and assessment of NGO performance under the action programme promoting European environment NGOs
The services were provided in the framework of Decision N° 466/2002/EC of the European Parliament and the Council that laid down a Community Action Programme promoting those non-governmental organisations primarily active in the field of environmental protection. The general objective of this Programme is to promote NGOs which contribute or have the ability to contribute to the development and implementation of Community environmental policy and legislation, and which have an established or potential ability to involve citizens in this process thereby increasing transparency and the sense of ownership of Community environmental policy and legislation. Prospect’s services included: independent external expertise to support the monitoring and assessment of beneficiaries’ performance under the 2002-2006 Action Programme; and the introduction of a fixed risk-based auditing scheme.

Mid-Term Review of Bunfibungyo Integrated development programme
Prospect was contracted by the BTC to carry out the mid-term review of the Bundibungyo Integrated Development Programme (BIDP) in Uganda. The objective of BIDP is the strengthening of the decentralisation process by supporting Bundibungyo District in the implementation of the District Development Plan. This included: the improvement of financial and service management, and governance; and the strengthening of the capacity of the local government and other stakeholders. The mid-term review aimed at evaluating the appropriateness and the sustainability of those interventions carried out and the formulation of recommendations for appropriate changes.

Greening the ENP
Prospect was contracted to contribute to the Hbf/WWF study and workshop on the Greening of the Black Sea Synergy. The Black Sea Synergy (BSS) was initiated by the EU in 2007 in order to promote a coherent policy approach towards EU’s Eastern European Neighbours and to reinforce regional cooperation involving Member States, candidate and partner countries. This study and workshop had the objective to inform the debate on EU policies and devise forms in which Black Sea co-operation might take place. It aimed to provide arguments to help make the Black Sea sustainable and to promote environmental protection, as well as nature conservation, in the entire region.
