Development of a national environment monitoring system in Bosnia Herzegovina
This project, carried out in co-operation with the Austrian Federal Environmental Agency and Finnish Environment Institute, consisted of the provision of long and short-term specialists (national and international) in order to:
- identify the different stakeholders in environmental monitoring (air, water, biodiversity);
- make an inventory of the available environmental information;
- compare this available information with what is required under the existing national legal framework and under international agreement;
- propose a sustainable environmental monitoring system; and
- develop action and business plan for this monitoring system once adopted by the competent authorities.

Analysis of frameworks and indicators linking the different dimensions of Sustainable Development
This project aimed at providing support to Eurostat for the development - and adoption by the Task Force - of an analytical policy framework and a preliminary set of indicators aimed at monitoring progress towards the implementation of the EU Sustainable Development Strategy. The objectives of this project were i) to identify an appropriate statistical framework for SDI that integrates relevant existing indicator initiatives and ii) to facilitate the use of the indicators for the analysis of sustainable development in the EU.Client: Eurostat

Review of the Regional Environmental Centres – NIS Countries
The project looked to enhance the work of the Eastern Europe, Caucasus and Central Asia Regional Environmental Centres (EECCA RECs) by reviewing their current activities and providing targeted support. The work, carried out by Prospect experts, delivered six main outcomes:- recommendations on resource allocation between the RECs with regards to their absorption capacities and programme portfolio;
- public awareness in the region of the services and operations of the RECs widened;
- public awareness in the West of the role and activities of the RECs enhanced;
- capabilities of the RECs to meet the need in the region for reliable and easy to access information increased;
- supported increased linkages, networking and convergence of the RECs; and
- a mid-term review of progress conducted.

European Topic Centre on Terrestrial Environment (ETC-TE)
Prospect provided the manager of the topic centre and co-ordinator of the CLC2000 Technical Team. ETC-TE contributes to the definition and assessment of environmental policies as well as to the integration of environmental requirements into sectoral policies such as agriculture, transport, tourism and spatial development. This is done through three major topics: land cover/land use, soils and coastal zones.Client: European Commission, DG Environment.

Establishment of GIS based Biodiversity Monitoring System in Estonia
The objective of the project was to produce a Biodiversity Monitoring Master Plan (BMMP) for Estonia and to establish a cost-effective and well-operating GIS based national Biodiversity Monitoring System (BMS). The system, developed with TA from Prospect, provided meaningful information for the integration of biodiversity conservation and sustainable use considerations into all sectoral plans and strategies.Client: European Commission, DG IA - Phare Programme

Environmental evaluation of the Projet d'Appui au Développement du MOno et du Couffo (PADMOC)
PADMOC’s main objective is to contribute to the strengthening of the food security by the diversification and increase of agricultural production. However, the projects foreseen in the frame of this programme could have negative environmental impacts. Thus, in accordance with Benin law, an environmental impact evaluation was conducted under the supervision of ABE (Agence Béninoise pour l'Environnement). The EIA analysed all related agricultural and rural activities and proposed tangible attenuation measures. In addition further measures were suggested that would additionally reinforce the positive impacts of PADMOC projects.Client: African Development Bank

Training and help-desk services for developing and strengthening Project Cycle Management (PCM) methodology in the development co-operation financed on resources of the EC
The technical assistance given by Prospect covered the design of methodology seminars and tools applied for project cycle management. As such the work included: conducting seminars and workshops, the assessment of case-studies, the drawing up of success indicators and performance criteria and support on the implementation of a project monitoring systems.Client: European Commission

Technical Assistance for the implementation of the Bosnia and Herzegovina Forestry Programme
The project provided a Project Implementation Unit (PIU) - in both entities - for the World Bank Forestry programme in Bosnia and Herzegovina (the “National Forestry Programme”). The assistance provided by Prospect included:- Financial and administrative support to the programme implementation;
- The organisation of tendering procedures for procurement and supplies necessary in the National Programme, including the development of the technical specifications;
- Information exchange on forestry related activities by international organisation in BiH; and
- Monitoring and evaluation of performance by implementing partners.

Evaluation of the Gorgol Integrated Rural Development project
Prospect was contracted to perform an evaluation of the integrated rural development programme in Gorgol Region, Senegal. This programme, which was implemented by Caritas Mauritania, consists of activities in different sectors: agriculture and environment; health and sanitary; gender; literacy; income generating activities. Prospect’s expert reviewed and evaluated all activities related to the project and provided advice for continuation of the project.Client: Secours Catholique (Caritas France)

Programme of priority environmental projects for accession (PEPA) of the applicant countries
The overall aim of the PEPA progamme was to develop and implement a pipeline of priority environmental projects in each of the accession countries. The project objective was to assist the Commission in identifying a short-list of potentially viable projects in each country and to ensure that they are consistent with the agreed accession strategy.Client: European Commission

Support to the Phare Candidate Countries in the preparation for the European Environment Agency Membership
The project contributed to ensure that each candidate country would experience a smooth and full integration of into the EEA activities, once the membership was in place. This included:- The development and strengthening of the Phare expert network with the EEA;
- The further development of the EIONET network, including its telematics hardware and software development;
- The continuation of the information dissemination activities (including data collection and reporting) in relation with the Phare-EEA co-operation; and
- The complete integration of the Phare candidate countries activities with the EEA Work Programme, as part of the process of EEA membership preparation.

Evaluation of co-financing operations with European non-governmental development organisations (NGO’s)
The overall objective of the work consisted, within the framework of the EC’s development co-operation, of the analysis of the use of the budget line B7-6000 and application of the General Conditions and Council regulation. The evaluation made an overall assessment of the activities financed on the budget line during the previous six years (1994-1999) in qualitative and quantitative terms. It assesses the relevance, efficiency, effectiveness, impact and sustainability of the projects and their implementation. The project provided conclusions and made practical, realistic recommendations for improvements; especially with relation to the co-financing procedures, mechanisms and practices.Client: European Commission, EuropeAid

Study on verification and control of environmental product claims

Provision of services with regard to the technical aspects of the implementation of EC legislation on Ozone Depleting Substances
The project comprised a study that contributed to identifying the possible substantial alternatives to the production and consumption of ozone depleting substances (HCFCs and Methyl bromide). Tasks included: the review of uses of HCFCs and MBr in the EU, an evaluation of existing alternatives for HCFCs uses and development of a database.Client: European Commission, DG XI - D4
