LIFE

Since July 2005, Prospect is part of ‘Astrale-EEIG’ a European Economic Interest Group that has been contracted by the European Commission to support DG ENV LIFE Unit to monitor all running LIFE projects and to promote the LIFE programme and projects through ad hoc communication input.

LIFE (L'Instrument Financier pour l'Environnement) is the main European Commission funding mechanism for improving the state of the environment in the European Union. The programme comprises 3 components: LIFE ENV (ENVironment), LIFE NAT (NATure) and LIFE TCY (Third CountrY).

LIFE-Environment co-finances innovative pilot and demonstration actions aimed at integration of environmental considerations into land use development and planning, promotion of sustainable management of groundwater and surface waters, prevention, recycling and sound management of waste streams...

LIFE-Nature works to conserve natural habitats and the wild fauna and flora of European Union interest, according to the Birds and Habitats directives, thus supporting implementation of the European Union's nature conservation policy and the Natura 2000 Network.

LIFE Third Countries concerns technical assistance activities for promoting sustainable development in third countries. This component of the programme supports the development of environmental management capacities, both for administrative partners outside the Union and for companies and NGOs in those countries.

Our main duties within this 21 M€ contract, where Prospect gets around 18% of the expertise input are:

  • Assessing the administrative, technical and financial problems encountered in the implementation of environmental projects. Seeking solutions.
  • Conducting ex-post evaluations
  • Preparing monitoring and assessment reports
  • Providing support to dissemination activities

The overall team comprises some 80 persons, all well spread on the EU territory allowing a proximity to the projects and to monitor the projects with the needed local knowledge

Prospect C&S deals more particularly with the Benelux, Cyprus, Greece for both LIFE ENV and NAT projects and with Hungary, Slovakia and Romania for LIFE ENV projects.

We also monitor certain LIFE TCY countries: Israel, Tunisia and Morocco.

Prospect C&S hosts also the coordination team in its premises in Brussels, and provides the Team Leader and the ENV coordinator within this coordination team.
