Good Governance

The process of decentralisation, initiated in the 1980s, has been accelerated in the last ten years. It is indeed an issue at the political agenda for the reform of the public sector in developing and transition countries.

The main development and aid donors consider decentralization - administrative, political and/or fiscal - as a way to good governance and to realising better public services. Prospect plays a role in this field. However, In addition to this focus on government processes Prospect also contributes to the strengthening of civil society institutions.

Civil Society Enhancement:

Facilitation of an organizational self-assessment of the CAREC

The mission comprised the facilitation of the organizational self-assessment of CAREC. The main activity was performed through a workshop addressing the organisational viability issues of the organisation. This workshop combined:

  • A self-assessment of the performance of the organisation including scoring of the performance for programme management;
  • The preparation of elements of an organisational development plan based on prioritised objectives addressing the main issues identified during the self-assessment.

The methodology used was inspired by the one that is developed under the SECTOR (Supporting Environmental Civil Society Organisations in South Eastern Europe) Programme implemented by the REC CEE (developed by Prospect staff).

Evaluation of co-financing operations with European non-governmental development organisations (NGO’s)

The overall objective of the work consisted, within the framework of the EC’s development co-operation, of the analysis of the use of the budget line B7-6000 and application of the General Conditions and Council regulation. The evaluation made an overall assessment of the activities financed on the budget line during the previous six years (1994-1999) in qualitative and quantitative terms. It assesses the relevance, efficiency, effectiveness, impact and sustainability of the projects and their implementation. The project provided conclusions and made practical, realistic recommendations for improvements; especially with relation to the co-financing procedures, mechanisms and practices.
